Illinois Physician Facing Decades in Jail for Fraudulently Billing Medicaid

An Illinois physician is facing decades in jail for defrauding the state out of $1.2 million in Medicaid funds. Dr. William McMiller, 69, of Oak Park, Illinois, is the owner of Dr. Bill’s Learning Center, which provides tutoring services for children, clinical therapy, and psychiatric services at two locations in Chicago and Oak Park. Dr. McMiller’s niece, Jonise Willians, 39, of Metteson, IL, handled the billing at the two locations, and along with Dr. McMiller, submitted claims to Medicaid for psychotherapy and medical services that were never provided.

The Illinois Department of Healthcare and Family Services (HFS) Office of the Inspector General raised an allegation of fraud against McMiller due to the abnormal number of hours that he billed each day. The case was referred to the Illinois State Police Medicaid Fraud Control Unit, which launched an investigation, assisted by the U.S. Department of Health and Human Services Office of Inspector General.

Dr. McMiller was charged with theft of government property by deception, theft of government property by unauthorized control, and vendor fraud. The theft charges are Class X felonies, and each carries a sentence of between 6 and 30 years in prison and mandatory exclusion from federally funded healthcare programs.  The vendor fraud charge is a Class 1 felony punishable by 4 to 20 years in jail. Dr. McMiller was found guilty on all three charges, had his bond revoked, and was remanded into custody at the Cook County Jail. He is due in court again on February 29, 2024. Jonise Williams previously pleaded guilty to vendor fraud and was sentenced to probation.

“Millions of Illinoisans – seniors, children and families – rely on Medicaid to obtain their health care,” Raoul said. “It is unconscionable a physician who is charged with providing care would take advantage of patients and the people of Illinois. I will continue to work in collaboration with our state government partners to identify and hold accountable the individuals who steal from this critically-needed program for personal financial benefit.”
